Sometimes a child doesn't want to go to school because they're so far behind in reading. They're so far behind in math. They're so far behind in other things that they're embarrassed to be in a room with kids who aren't behind.

What we need to do is explore why won't that child go to school, what is it that makes him or her not want to go to school? What is it that won't let him go to school? Then bring a plan together that meets those needs. Maybe they need to start with an alternative educational program until their skills can be brought up to level with the other kids in the school. You don't just turn your back on them. You keep trying new things, and sometimes it requires a more restrictive placement than the original placement they were in.

You have to go back to the experience of the child and the childs parents. Did his parents go to school and complete their education. Has the child had problems in school? Have they had bad experiences. They could have learning difficulties. So their is a host of problems that could exist that we don't know. Has the child been evaluated. What age are we talking about?

Let's not forget that some children go through a war zone (in fact several war zones) to get to a school where they are yelled at, considered nothing and not valued/respected. Oh and then there are those "kids" who want to go to school, but have been up all night working at their job. Or there are those who have had children (either their own, or are helping raise their siblings) and have to stay at home because the infant child is sick and their "parents" are working 2-3 jobs. Less we also forget those kids who are constantly beat up (verbally and physically), who are harassed to be jumped into a gang, or are...as was stated severely below grade level and classified as "special ed" even though nothing is wrong with them except the public school teachers in the previous grades have "left them behind."
